This procurement includes open-platform tests that laboratories can utilize with their existing equipment. The process was supported by the European Health and Digital Executive Agency. Shipments are expected to commence in August, as health teams respond to a significant outbreak primarily centered in the Democratic Republic of the Congo and impacting neighboring regions.

The World Health Organization will receive the tests through its Hub for Global Health Emergencies Logistics located in Dubai. The WHO will oversee the distribution to various locations involved in the Ebola response. PCR testing enables labs to confirm infections and enhances surveillance around known cases. Confirmed results are used by health teams to make decisions on patient care, isolation, and contact tracing. This latest supply package strengthens laboratory capacity amid ongoing efforts to monitor transmission in multiple provinces and health zones within the Democratic Republic of the Congo.
Earlier, the European Commission arranged another package worth €2.5 million, consisting of rapid molecular point-of-care tests and testing devices. These will support the Africa Centres for Disease Control and Prevention in their regional response activities. Combining both agreements, the total funding dedicated to diagnostics amounts to €4.6 million. These initiatives form part of a broader European aid package aimed at assisting countries tackling the Bundibugyo Ebola crisis. The support encompasses medical supplies, preparedness actions, and public health resources to bolster response efforts across affected areas and neighboring regions.
Testing Capacity Expands Amid Major Outbreak
According to WHO data, the Democratic Republic of the Congo had reported 4,665 confirmed cases and 2,184 deaths by August 12. The outbreak spans 54 health zones across six provinces, including Ituri, North Kivu, South Kivu, Haut-Uélé, Tshopo, and Bas-Uélé. WHO characterized this as the largest Ebola outbreak documented in the country. The agency also noted ongoing transmission across interconnected geographic clusters, which continues to place high demands on surveillance teams, laboratories, treatment centers, and local healthcare services.
In its August update, WHO maintained a very high national risk level for the Democratic Republic of the Congo. The risk for neighboring countries was classified as high, while the overall risk elsewhere was deemed low. Following a meeting of its International Health Regulations Emergency Committee on August 24, WHO issued updated temporary guidance. This includes recommendations on surveillance, case detection, infection prevention, clinical management, and community involvement. It also emphasizes measures related to mobility and large gatherings during the ongoing response efforts.
European Health Assistance Reaches €493 Million
The European Commission announced the mobilization of €493 million in emergency aid, vaccines, treatments, and health security measures across the Great Lakes region and Uganda. European health agencies have also contributed to laboratory work, surveillance efforts, and preparedness initiatives. The European Centre for Disease Prevention and Control continues to assess the risk to Europe as very low. Since Ebola primarily spreads through direct contact with infected bodily fluids, rapid detection, safe clinical practices, and effective infection controls remain crucial in limiting transmission.
The Bundibugyo virus outbreak continues to be classified as a public health emergency of international concern under WHO’s international health framework. Currently, there are no approved vaccines or specific treatments for Bundibugyo virus disease. Consequently, health authorities rely on surveillance, rapid diagnosis, isolation, clinical management, infection control, and close contact monitoring. The newly supplied PCR tests will enhance diagnostic capacity within this framework.
