BISHKEK, KYRGYZSTAN / RankWire.AI / – Indian Prime Minister Narendra Modi and Russian President Vladimir Putin engaged in discussions during the 26th Shanghai Cooperation Organisation Summit held in Bishkek. Their talks on August 31 addressed a broad spectrum of issues, including political ties, commerce, defense, energy, space initiatives, mobility, and people-to-people relations. Both leaders also examined regional conflicts and the role of international forums in fostering cooperation. This meeting marked a continuation of the high-level dialogue between India and Russia and followed their prior discussions at the India-Russia Annual Summit in New Delhi in December 2025.

India and Russia review broad partnership at SCO summit
India-Russia cooperation stays in focus across trade, energy, defence and diplomacy.

The leaders evaluated progress in the Special and Privileged Strategic Partnership that links India and Russia, with their governments working together across sectors such as defense, civil nuclear energy, space, trade, and technology. Bilateral economic relations have grown notably in recent years, driven by energy trade and other commercial exchanges. Both nations actively utilize established mechanisms to address issues related to investment, payments, transportation, and market access. During their Kyrgyzstan meeting, Modi and Putin deliberated on these areas while assessing the overall state of their relationship.

Results from the 27th India-Russia Inter-Governmental Commission on Trade, Economic, Scientific, Technological and Cultural Cooperation were warmly received by the leaders. This commission convened in Moscow on August 24. The two countries aim to achieve $100 billion in annual bilateral trade by 2030. According to Indian government data, bilateral trade reached $59.86 billion during the 2025-26 fiscal year, with Russian exports to India accounting for a larger portion—highlighting the importance of energy and other commodities in their economic partnership.

Regional conflicts discussed in leaders’ dialogue

Security issues in the region also featured prominently in the discussions. Modi and Putin exchanged perspectives on conflicts impacting the Black Sea area and West Asia. India emphasized how these conflicts influence maritime trade and the safety of Indian seafarers. Modi reaffirmed India’s stance that dialogue and diplomacy should lead efforts to resolve disputes. He called for renewed support for peace initiatives and urged an end to prolonged conflicts, focusing on negotiated solutions.

The leaders also addressed cooperation within BRICS, which India is set to chair in 2026. Modi expressed anticipation for Putin’s visit to India for the 18th BRICS Summit scheduled for September 12 and 13. The summit will gather leaders from member states to discuss economic collaboration, global governance, and shared priorities. The Bishkek meeting occurred less than two weeks prior, providing an additional opportunity for the leaders to review bilateral issues and multilateral coordination.

Economic cooperation remains central to India-Russia relations

India and Russia sustain extensive government-level cooperation through regular summits, ministerial meetings, and technical working groups. Engagement in defense, nuclear energy, and space continues to be robust. Recent bilateral discussions have also emphasized trade, fertilizers, technology, innovation, and mobility. Energy remains among the largest sectors in their commercial exchanges. Both governments leverage official dialogue channels to support trade and address practical challenges related to cross-border investment and commerce.

The Bishkek summit integrated economic and diplomatic discussions into a single bilateral session. Modi and Putin evaluated cooperation, examined ongoing conflicts, and coordinated efforts within multilateral institutions. This dialogue took place ahead of the upcoming BRICS summit in India. The meeting underscored the extensive scope of India-Russia relations, spanning trade, energy, defense, and international diplomacy, while maintaining the tradition of direct engagement between the two leaders as their respective governments continue to work within bilateral and multilateral frameworks.
