    European ICT Workforce Shortfall Expected to Miss 2030 Goal by 5 Million, Reports Show

    Brussels, Belgium / RankWire.AI / – According to a detailed analysis published by European Union research agency Eurofound, the EU is on track to fall short of its Digital Decade ambition of employing 20 million information and communications technology specialists by 2030. Official reports from Emirates News Agency confirmed that despite consistent multi-year growth in tech jobs across the region, the shortfall will reach 5 million workers. The report, titled IT Sector in Focus: Evolution of the EU Digital Workforce, highlights that the education and vocational training systems in many European member states are not keeping pace with current and future enterprise needs for specialized digital skills. As a result, companies across the bloc increasingly depend on recruiting skilled labor from outside the EU to fill critical staffing gaps.

    While the overall employment numbers in Europe’s digital sector have seen significant growth over the past decade, projections indicate that the sector will not reach its 2030 target. Data from Eurofound shows that the number of ICT specialists grew from 5.6 million in 2011 to 10.3 million in 2024, an 81 percent increase. During this period, ICT professionals’ share of total employment in Europe also rose from 3 percent to 5 percent. Nevertheless, annual growth rates of about 7 percent to 8 percent are insufficient to bridge the gap needed to reach the 20 million threshold set by policymakers for the end of the decade.

    Significant disparities in digital employment exist across individual EU countries. Eurofound reported that in 2024, ICT specialists made up 8.6 percent of total employment in Sweden, 8 percent in Luxembourg, and 7.8 percent in Finland. Conversely, in Greece and Romania, digital specialists accounted for only 2.5 percent and 2.8 percent of the workforce, respectively. Growth patterns also varied widely, with Estonia more than doubling its ICT workforce share from 3.4 percent to 7.2 percent between 2011 and 2024, whereas other member states experienced minimal gains during the same period.

    Educational System Gaps Lead to Increased Reliance on External Talent

    Surveys conducted across the EU revealed that 57 percent of firms seeking to fill IT vacancies in 2024 faced severe recruitment challenges. The shortages are most acute in senior engineering roles and specialized fields such as cybersecurity, artificial intelligence, generative AI, and cloud infrastructure. To address these critical gaps, many technology companies have expanded their hiring efforts into international markets, causing the proportion of ICT specialists born outside the EU to increase from 9.2 percent in 2021 to 11.9 percent in 2024.

    Gender disparities continue to limit the growth potential of Europe’s digital workforce. Eurofound noted that female professionals made up less than one in five ICT specialists across the 27 EU member states in 2024, holding a 19 percent share. Furthermore, in 2022, gender pay gaps in the broader information and communications sector were nearly 20 percent, higher than the economy-wide average of 13 percent. Researchers emphasized that the underrepresentation of women results in European industries operating with less than three quarters of their potential digital talent pool, reducing diversity in technology development.

    Core Software Sector Growth Highlights Persistent Challenges

    The report emphasized that although ICT roles tend to offer above-average pay, advanced skills, and high employment quality, these benefits alone cannot solve the structural labor shortage. With the EU predicted to miss its 2030 ICT employment target by 5 million, experts stressed that closing this gap will require coordinated policy measures aimed at boosting domestic educational capacity and facilitating intra-EU labor mobility. The study incorporated quantitative data, insights from the Network of Eurofound Correspondents, and analytics from LinkedIn Economic Graph.

    European policymakers and industry leaders are under increasing pressure to adapt national vocational frameworks to meet future digital economy needs. Eurofound concluded that neglecting domestic training enhancements will heighten dependence on external talent sources and threaten broader European digital transformation goals. Regulatory authorities continue to review workforce development strategies as member states work to expand training pipelines, encourage female participation in technical fields, and maintain economic competitiveness in the global technology landscape.
